It is hard to give an advice. Don't think about conversions, think about what makes you more confortable and what can you handle.

A good forum, for example, brings good traffic. The idea of community and people with the same interests is very inviting. Everyone is welcome to join in, edit profile, add picture, use personalized signature, create new topics and discuss excisting topics.

Blog is like a diary, a monolog with feedbacks. The blogger (aka you) is in control of the discussion, the topic and the comments (you will be able to monitor spam and other unwanted comments).

Blogs are easy to update, since the blog software sorts everything for you. You don't need to know how things work. The topics will be sorted by topic, by date, you can also create latest posts, popular posts etc. Blog is flexible and easy to modify without any knowledge of HTML, CSS, SQL etc. You can write the content and have it up and running within seconds without the need of a professional web expert.

Website requires much more work and usually needs several people to handle. A lot of websites/portals actually include both forum and blog! A website is something a business owener would want to have. It is an official location of an online company.

Hope this helps to make up your mind.

My site is a blog. I work alone, plus I don't know much about programming and all. Blog is so much easier to maintain.
